Adjustment of Administrative Procedure Locations in Hanoi Starting March 1, 2025: Important Information for Citizens and Businesses

Starting from March 1, 2025, the Hanoi Public Administrative Service Center will adjust the locations for processing administrative procedures. Below are the detailed changes that citizens and businesses should take note of:

1. New Locations for Administrative Procedures

According to Decision No. 151/QD-TTPVHCC dated February 26, 2025, administrative procedures in Hanoi will be handled at the following locations:

  • The administrative procedure reception and result-return units of municipal departments and agencies of Hanoi.

  • Tay Ho District People's Committee and affiliated ward-level People's Committees, such as:

    • Xuan La Ward People’s Committee (Tay Ho District)

    • Phu Thuong Ward People’s Committee (Tay Ho District)

  • Cau Giay District People's Committee and Dich Vong Hau Ward People’s Committee (Cau Giay District).

  • Branches of the Hanoi Land Registration Office in Tay Ho and Cau Giay Districts.

2. Specialized Administrative Procedures

Certain administrative procedures in specialized fields will continue to be handled according to the regulations of the Ministry of Public Security. These include:

  • Driver's license testing and issuance

  • Issuance of judicial record certificates

  • Information security and cybersecurity

  • Drug rehabilitation and post-rehabilitation management

These procedures will not be processed at the local level and must follow the Ministry of Public Security’s guidelines.

3. Reason for the Adjustment

This adjustment aims to enhance accessibility for citizens and organizations by decentralizing administrative services, reducing overload at city-level administrative agencies, and improving overall service efficiency.
